Unified Reporting Tool

The URT is the data collection tool for stakeholders to fill out FEMA’s THIRA/SPR assessment form. States, territories, UASI grant recipients, and THSGP grant recipients are required to complete the THIRA/SPR. However, the THIRA and SPR are potentially useful for non-required entities as well.

The Threat and Hazard Identification and Risk Assessment (THIRA) sets a strategic foundation for putting the National Preparedness System into action. Communities complete the THIRA every three years and use the data from the process to assess their capabilities in the Stakeholder Preparedness Review (SPR), which is an annual review.
