This is in reply to your recent public comment on Federal Register of 11/27/06, Vol. 72, #227, page 68629.
 
  1. In response to your comments regarding waiver of the two-year foreign residence requirement of the Exchange Visitor Program, there are several areas to be considered.  Waivers are requested by by major medical institutions in the United States for researchers who are working in an area of high interest both to the Department of Health and Human Services, and to the United States as a whole.  Each application is given a thorough scientific review by this agency to insure that only those J-l exchange visitors who are essential to the continuation of a research program both of interest to this country and one that can  be shared globally.  The cost to the taypayer is minimal--there are no appropriated funds used for this process other than the salaries of those employees who participate in the process along with the other duties their jobs entail.  A fee of an excessive amount would preclude many institutions from being able to apply for a waiver for their researcher.

i do not think any extensions or waivers of any kind should be offered in this program at any time.

i also think the fee to apply if this program continues should be a minimum of $50,000.00. we need to start charging what this program costs taxpayers. it is clear taxpayers are losing their homes due to high taxes to fund this kind of matter. it is clear it is time the true cost of these services be borne by those using them.
