You had asked for burden estimates for Individual (1545-0074) forms.  The Office of Research now produces the estimates of taxpayer burden for individual filers.  However, we no longer produce them on a form-by-form basis.  Rather, we produce the estimates for individual taxpayers, regardless of which forms they file.  The burden model we use not only estimates burden in terms of the taxpayers' time, but also estimates out-of-pocket expenses incurred by taxpayers in complying with the tax law.
 
The model is based on a taxpayer survey conducted in 1999 and 2000.  The model takes the survey results, and statistically matches those results to workload production data (the Continuous Work History Sample).  The burden estimates are projected for all individual filers.  Again, the model doesn't separate out individual forms, although we can provide estimates for 1040 filers, 1040-A filers, and 1040-EZ filers, if that helps.
 
I'm attaching a copy of our draft input to Forms and Publications for the 2007 1040 instructions.  This input not only includes the numbers we provided, but also includes a brief discussion of the methodology.  Please bear in mind this is still just a draft, but I hope it helps.  Please let me know if you have any additional questions.

Our office has begun the process to extend the OMB approval of the Individual (1545-0074) series of forms.  One of the requirements of the submission process is that we provide a summary of the burden calculation for each form.  Because our office no longer computes the burden, I have been instructed to contact you for that information.
 
Can you please provide me summaries of the burden computation for each form listed under the Individual (1545-0074) approval number.
 
Attached is a list of the forms that were considered to be included in the (-0074) series.  We will need to make our submission no later than November 1, 2006.  For this reason, we are requesting that you provide our office with the computation summaries no later than October 27, 2006.

Re: 1545-0074, getting this ready  and entered in ROCIS now is not rushing it because 2 months is the normal processing time period. And this is obviously a huge submission that will take time to be prepared and reviewed.
