SUMMARY: Under the provisions of the Paperwork Reduction Act of 1995=20
and 5 CFR Part 1320, Reporting and Record Keeping Requirements, the=20
National Park Service (NPS) invites public comments on an extension of=20
a currently approved collection of information (OMB <GREEK-I>1024-
0009).

DATES: Public comments on this Information Collection Request (ICR)=20

SUPPLEMENTARY INFORMATION: Title: Historic Preservation Certification=20
Application--36 CFR Part 67 Form(s): 10-168 (Evaluation of=20
Significance); 10-168a (Description of Rehabilitation); 10-168b=20
(Continuation/Amendment Sheet); 10-168c (Certification of Completed=20
Work).
    OMB Control Number: 1024-0009.
    Expiration Date: 9/30/2009.
    Type of Request: Extension of a currently approved collection of=20
information.
    Description of Need: Section 47 of the Internal Revenue Code=20
requires that the Secretary of the Interior certify to the Secretary of=20
the Treasury upon application by owners of historic properties for=20
Federal tax benefits: (a) The historic character of the property, and=20
(b) that the rehabilitation work is consistent with that historic=20
character. The NPS administers the program with the Internal Revenue=20
Service. NPS uses the Historic Preservation Certification Application=20
to evaluate the condition and historic significance of buildings=20
undergoing rehabilitation for continued use, and to evaluate whether=20
the rehabilitation work meets the Secretary of the Interior's Standards=20
for Rehabilitation. The Department of the Interior regulation 36 CFR=20
Part 67 contains a requirement for completion of an application form.=20
The information required on the application form is needed to allow the=20
authorized officer to determine if the applicant is qualified to obtain=20
historic preservation certifications from the Secretary of the=20
Interior. These certifications are necessary in order for an applicant=20
to receive substantial Federal tax incentives authorized by Section 47=20
of the Internal Revenue Code. These incentives include 20% Federal=20
income tax credit for the rehabilitation of historic buildings and an=20
income tax deduction for the donation of easements on historic=20
properties. The Internal Revenue Code also provides 10% Federal income=20
tax credit for the rehabilitation of non-historic buildings built=20
before 1936, and owners of non-historic buildings in historic districts=20
must also use the application to obtain a certification from the=20
Secretary of the Interior that their building does not contribute to=20
the significance of the historic district before they claim this lesser=20
tax credit for rehabilitation. The obligation to respond is required to=20
obtain and retain benefits.
    Description of respondents: Individuals or households, businesses=20
or other for-profit entities.
    Estimated average number of respondents: 4,000 per year.
    Estimated average number of responses: 4,000 per year.
    Frequency of Response: 1 per respondent.
    Estimated average time burden per respondent: 20 hours.
    Estimated total annual reporting burden: 80,000 hours per year.
    Comments are invited on: (1) The practical utility of the=20
information being gathered; (2) the accuracy of the burden hour=20
estimate; (3) ways to enhance the quality, utility, and clarity of the=20
information being collected; and (4) ways to minimize the burden to=20
respondents, including use of automated information collection=20
techniques or other forms of information technology. Before including=20

identifying information in your comment, you should be aware that your=20
entire comment--including your personal identifying information--may be=20
made publicly available at any time. While you can ask us in your=20
comment to withhold your personal identifying information from public=20
