Shippers of UN Class 1.1 or 1.2 Explosives in international freight containers must prepare a statement that the container has been inspected and meets structural serviceability provisions in the HMR. Packers/loaders of freight containers for vessel transport must provide the vessel operator a serviceability statement & that the container is properly packed/segregated.
