The proposed rule affects two control numbers: 1902-0096 (FERC-516) and 1902-0173 (FERC-717). However, FERC is submitting the FERC-717 changes in a temporary collection, FERC-717A, because of another item in the same FERC-717 control number. The supporting statement for the 2 ICRs (FERC-516 and FERC-717A) has been consolidated. The proposed rule, if adopted would require public utility owning and/or controlling facilities used for the transmission of electricity in interstate commerce (public utilities) to modify their existing tariffs by incorporating the Version 003 standards. Tariffs provide the Commission and the public with information regarding a utility's rates and service conditions. Without tariffs, FERC and the public would not be able to properly evaluate rates.
