USCIS uses the Form N-648 to
substantiate a claim for an exception to the requirements of
section 312(a) of the Immigration and Nationality Act. By
certifying Form N-648, the doctor states that an applicant filing
an Application for Naturalization, Form N-400, is unable to
complete the English and/or civics requirements because of a
physical or developmental disability or mental
impairment(s).
With this Revision action,
there was an increase in the total estimated annual hour burden.
This result stems from an increase in hours due to a change in the
Agency Estimate and an increase in hours due to Program Changes,
including adding a new category of respondent (Applicant) to the
estimate to better capture the time and cost incurred by the
foreign national, removed questions and related instructions based
on 60-day commenter suggestions, and the addition of clarifying
language. There were no other Program Changes. With this Revision
action, there was an increase in the total estimated annual
out-of-pocket cost burden. This result stems from an increase in
costs due to a change in the Agency Estimate and no change in costs
due to Program Change.
