Request: The Health Resources and Services Administration’s (HRSA) Maternal and Child Health Bureau requests approval for a non-substantive change to the Maternal and Child Health (MCH) Jurisdictional Survey (OMB #0906-0042, expires 04/30/2025). The survey consists of 1) a core MCH Jurisdictional Survey Questionnaire and 2) Jurisdiction-Specific Survey Questionnaires.

Purpose: The proposed non-substantive adjustment as outlined below will adjust four of the Jurisdiction-Specific Survey questions for Puerto Rico. Updated versions of the translated and English surveys for Puerto Rico to reflect these changes are included.

Time Sensitivity: The MCH Jurisdictional Survey is planning for the second round of data collection for Puerto Rico in January 2023. The proposed changes must be incorporated by December 2022, before data collection begins in January 2023, in order to capture the impact of the most recent hurricane on MCH populations in Puerto Rico.

Burden: The original estimated survey completion time was 45 minutes. The revision included herein do not change the estimated reporting burden, since the requested change applies to a change in language for existing questions.

PROPOSED EDIT TO THE MCH JURISDICTIONAL SURVEY:



  1. MCH Jurisdictional Survey – Revision
    Currently, the survey includes specific language related to Hurricanes Maria and Irma on page 49 of the survey, within questions P3, P4, and P5. The newly proposed questions generalize the hurricane-related questions, in order for the program to gather up-to-date information related to on the most recent hurricane.



Rationale: The survey is implemented in Puerto Rico every two years. The revision of hurricane-specific questions to the Jurisdictional-Specific Survey questions for Puerto Rico will assist the Puerto Rico Title V Program in understanding the impact of the most recent hurricane on the MCH populations, rather than limiting the program to past hurricanes that may be already succeeded by a new hurricane.
