Abstract: THE SYSTEM IS TO PROVIDE DATA FOR USE BY DECISION-MAKERS AT ALL LEVELS OF GOVERNMENT DURING A CIVIL DEFENSE NUCLEAR EMERGENCY. IT RECOGNIZES STATE AND LOCAL NEEDS FOR OPERATIONS INFORMATION, WHILE PROVIDING FOR FEMA TO RECEIVE SPECIFIC INFORMATION FROM STATE AND LOCAL GOVERNMENTS IN ORDER TO EXECUTE ASSIGNED EMERGENCY RESPONSIBILITIES.
