This request is disapproved because there is no justification in the statutory or regulatory requirements to collect the detailed data requested in Part III of the Performance Report. We recommend that th sponsor consider using continuation grant applications as the main mechanism for monitoring performance. Much of the information request in the narrative for continuation grant applications is similar to the information that would be collected in this proposed performance report. It is our understanding that the performance report would not be available in time to be considered in connection with continuation grants and, therefore, the information to be collected would not be useful for that purpose. The other purposes specified in your submission do not seem to justify requiring more information than that specified in Part II of the form. If it is possible to obta the necessary information through continuation grant applications from most participants, performance reports restricted to Part I and the EDGAR specifications in Part II of the proposed form might be used just for final reports when the grants are terminated, but not for continuation applications. FEDAC staff will be glad to discuss these recommendations with the sponsoring agency.
