This request for
clearance is approved for use through September 1982. OMB will
extend the clearance is the Department requests an extension and
also request approval of tax year 1982 forms by April 15, 1982.
This request is to be based on the assumption that there will be no
legislative changes affecting tax year l982 beyond those now
existing. The supporting statement is to provide a justification of
each line on the 1040 and on each associated schedule with specific
statutory notation. It is also to describe how the IRS uses each
data element, whether the datum is entered into the computer, and
the consequence of not receiving the datum from all taxpayers. The
justification is to provide an analysis of alternative approaches
to collecting the data including collecting the data from only
those selected for potential audit. It shall also discuss the
consequences to having those selected for audit only provide the
documentation supporting their claim in such form as they may have
it assembled for their own purposes. The analysis is to consider
both the potential revenue consequences of each alternative and the
savings or cost to the government by reason of processing and
storing less paper and the savings to the public by reason of being
allowed to transfer totals from their accounting systems and/or
worksheets directly to the basic tax form. That form should be
designed to capture all of the needed totals. The Expiration date
for this approval need not be printed on the tax year 1981
form.
