12 CFR 543.1 AND 544.2 REQUIRES
FEDERAL ASSOCIATIONS TO OBTAIN BANK BOARD APPROVAL OF ANY CHANGE IN
ITS CHARTER WHICH IS NOT PREAPPROVED BY REGULATION. THE PURPOSE OF
THE CHARTER AMENDMENT APPLICATION IS TO EVALUATE WHETHER THERE IS A
NECESSITY FOR THE PROPOSED CHARTER AMENDMENT, AND WHETHER THE
CHANGE COULD BE ACCOMPLISHED UNDER EXISTING STATUTES, REGULATIONS
AND BOARD POLICY.
