Abstract: FORM 8038 COLLECTS THE INFORMATOIN THAT IRS IS REQUIRED TO COLLECT BY SECTION 215 OF TEFRA. IRS WILL USE THE INFORMATION TO COMPLETE THE REQUIRED STUDY OF TAX EXEMPT BONDS (REQUESTED BY CONGRESS). IRS ALSO NEEDS THE INFORMATION TO ASSURE THAT TAX EXEMPT BONDS ARE ISSUED CONSISTENT WITH THE RULES OF IRC SECTION 103.
