This package is
approved only through 2/1/84 to provide additional time to complete
rulemaking on redesigning FHWA's accident reporting system. If a
request for OMB approval under the Paperwork Reduction Act is
submitted at that time, the following should be provided: 1) An
explanation of the changes, if any, which have been made in the
reporting system and a brief discussion of the reasons for these
changes. 2) A brief analysis of whether the FHWA data system could
be combined with the NASS (National Accident Sampling) and FARS
(Fatal Accident Reporting) systems, or with accident data
collection activities currently underway at the ICC and NTSB. For
example, would combining these sytems, either in whole or in part,
reduce the overall reporing buren without compromising the utility
of the data which these systems are designed to generate?

THE EXTENSION WOULD ALLOW THE FHWA TO
GATHER ACCIDENT DATA WHILE AN IMPROVED DATA ACQUISITION SYSTEM IS
BEING REFINED AND ASSOCIATED RULEMAKING ACTIVITY RUNS ITS COURSE.
THE PROPOSED SYSTEM WOULD IMPROVE THE USEFULNESS OF THE FHWA
ACCIDENT DATA AND GENERATE LESS OF A BURDEN ON THE MOTOR CARRIER
INDUSTRY.
