Abstract: THE DATA COLLECTED WILL BE USED TO IDENTIFY AND COMPARE THE OPERATIONA PROCEDURES AND PROGRAM SETTINGS CHARACTERISTIC OF EFFECTIVE FOOD STAMP ISSUANCE SYSTEMS AND TO PROVIDE BENCHMARKS AGAINST WHICH THE ADMINISTRATIVE COSTS AND BENEFIT LOSSES OF EXISTING ISSUANCE SYSTEMS CAN BE COMPARED. RESULTS ARE INTENDED TO GUIDE EFFORTS TO REDUCE BENEFIT LOSSSES AND CONTROL ADMINISTRATIVE COSTS.
