FEMA has
recently reorganized and a new office has assumed responsbility for
this report. According to FEMA, this is the only comprehensive
reporting requirement imposed on communities participating in the
flood insurance problem. While some reporting requirement is
probably justified, the non FEMA office was unable to demonstrate
that the particular information collected is useful. FEMA agreed to
review the requirement in light of programmatic and management
requirements. FEMA has reduced frequency from an annual to biennial
requirement and it will be next sent to communities in December
1984. A burden of one hour is approved to keep report in OMB
inventory. Upon resubmission, FEMA should also be prepared to
address the following issues. (1) The last report was distributed
in December 1982. As of November 1, 1983 FEMA had not yet completed
analyzing data. Part of the problem was slow responses. However,
the FEMA computer center has been unable to process the data in a
timely fashion. (2) Response is not mandatory - only 75% - 80% of
reports are returned. It is not clear how important data is. (3)
FEMA indicates that one of the reasons for report is to identify
communities who need help or information. FEMA headquarters
provides this information to the regional office, but does not
check to see if there is any follow-thru.

AGENCY REQUIRES THAT COMMUNITIES PARTICIPATING IN THE NATIONAL
FLOOD INSURANCE PROGRAM SUBMIT AN ANNUAL REPORT ON PROGRESS MADE IN
LOCAL FLOOD PLAIN MANAGEMENT. THE USE OF A SIMPLE, STANDARD FORMAT
FACILITATES FEMA'S REPORTING OF RESPONSES, THUS ENHANCING THE
REPORTS VALUE AS A MANAGEMENT TOOL.
