Approval is
granted for two years to allow FCC to conduct an orderly
replacement of is current licensee EEO requirements. FCC must
include in its FY 1985 Information Collection Budget submission a
report on it progress and plans for replacing its current licensee
EEO requirements including a statement of whether this rulemaking
(FCC Docket 21474) ha been included as a priority review in FCC's
regulatory agenda. The report should explain how FCC will reach a
reasoned judgement on the need for licensee EEO reporting
requirements.

PROVIDES COMPREHENSIVE AND CLEARLY-DEFINED PRACTICES TO ASSIST THE
NON EXEMPT BROADCAST APPLICANT IN DEVELOPING A EFFECTIVE EEO
PROGRAM AND MAY BE USED BY THE LICENSEE FOR SELF EVALUATION. IT
ALSO ASSURES THE COMMISSION THAT EQUAL EMPLOYMENT OPPORTUNITY IS
BEING PROVIDED BY THE LICENSEE.
