Abstract: SMALL BUSINESS INCREASES THE FLEXIBILITY OF OUR ECONOMIC SYSTEM AND IS A LEADING SOURCE OF INNOVATION AND TECHNICAL ADVANCEMENT. IN RECOGNITION OF THIS AND TO ENCOURAGE ENTREPRENEURIAL SPIRIT, FEDERAL AGENCIES VOLUNTEER THEIR TIME AND EFFORT TO NOMINATE PRIME CONTRACTORS BY USE OF THIS FORM, WHOSE PERFORMANCE RECORDS SERVE AS OUTSTANDING EXAMPLES OF THE COMPETENCE AND EXPERTISE OF SMALL BUSINESS.
