Abstract: TVA NEEDS TO ESTIMATE THE POTENTIAL FOR RESIDENTIAL CONSUMERS TO PARTICIPATE IN ITS ENERGY CONSERVATION PROGRAMS. THIS REQUIRES INFORMATION ON THEIR AWARENESS, ATTITUDES, REASONS, INTENTIONS, AND BEHAVIOR TOWARD THESE PROGRAMS. BOTH MARKET POTENTIAL, MARKET SHARE, AND MARKET PENETRATION WILL BE ESTIMATED FOR PROGRAM EVALUATION AND LO FORECASTING.
