This information
collection is approved through 9/30/84 only. It must be resubmitted
with a revised justification statement describing why it should
take as much as 200 hours, on the average, to compile adequa
documentation each time a railroad incurs a reimbursable cost. In a
comparable situation, for example, FHWA recently estimated that
utilities seeking federal reimbusement would take only 40 hours, on
th average, to assemble the necessary documentation. See FHWA's
supporti statement for "Developing and Recording Costs for Utility
Adjustments, OMB No. 2125-0519. The justification statement must
also be revised to include a discussion of FHWA's efforts, if any,
to reduce the hourly burden associated with these railroad
recordkeeping requirements. If there have been no such efforts, or
those that occurred were not successful, the justification
statement must explore alternative ways to reduce this hourly
burden substantially (by 50%, for example) consistent with the
statutory requirements.
