FHWA apparently
has adopted these reporting requirements already in solicitations
and contracts signed with the states. Such action constitutes a
violation of the Paperwork Reduction Act, which mandates PRIOR
approval by OMB of all such reports. FHWA's request is hereby
granted, but only through 8/31/85. If FHWA needs to retain any of
these reporting requirements beyond then, it must explain what, if
anything, it has learned from these reports and how their
continuation would be helpful in assessing the technology transfer
program.

THE QUARTERLY REPORT WILL BE USED BY
FHWA TO DETERMINE IF PROGRAM OBJECTIVES ARE BEING ACHIEVED. THE
FINAL EVALUATION REPORT WILL BE USED TO DETERMINE WHICH METHOD OF
TECHNOLOGY TRANSFER IS EFFECTIVE, WHICH CENTERS SHOULD RECEIVE
THIRD YEAR FUNDING, AND WHETHER OR NOT TO ESTABLISH NEW
CENTERS.
