Terms of Clearance: This request is approved for 15 months, through May, 1986, on the following conditions. Inform us quarterly, beginning no later than August, 1985, on the progress your new approach is making on improving response rates for each of the four types of institutions surveyed. Provide us with a detailed evaluation of the survey's methodology and results and your plans to remedy any remaining deficiencies, including plans to drop from the survey those elements whose response rates are insufficient. Please provide this by January 31, 1986. Please reexamine the replacement procedure used in the survey and provide us with an evaluation including its methodological justificati by May 31, 1985. Please provide a detailed explanation of the imputation scheme and relative weights for the types of institutions used in compiling your reported mortgage rates and terms by April 30, 1985.
