OMB is granting
approval of this information requirement on the expectation that
EPA will conduct a thorough review of the required information to
reduce the burden and eliminate any unnecessary data elements. This
study should be completed by 9/30/85. EPA should submit to the OMB
Desk Officer for Water a concise outline of the project's goals and
time schedule by February 1, 1985. OMB also expects a mid-project
progress report during June 1985.

DATA OBTAINED THROUGH THE DISCHARGE
MONITORING REPORT IS USED BY EPA AND/OR STATE PERMITTING
AUTHORITIES AS THE PRIMARY INFORMATION SOURCE IN NPDES PERMIT
COMPLIANCE/ENFORCEMENT. THE DATA FROM DMRS CAN ALSO B USED TO
GENERATE A NATIONAL DATUM OF EFFLUENT QUALITY FROM WHICH TREND CAN
BE ESTABLISHED OVER VARYING TIME PERIODS, FOR GEOGRAPHIC LOCATIONS
AND FOR VARIOUS CATEGORIES OF DISCHARGERS. THESE TRENDS PROVIDE A
MEA FOR MEASURING THE EFFECTIVENESS OF THE NPDES STRATEGY.
