SECTION 3121(L) OF THE INTERNAL
REVENUE CODE REQUIRES AN AMERICAN EMPLOYER TO ENTER INTO A WRITTEN
AGREEMENT WITH THE INTERNAL REVENUE SERVICE, WHERE THE AMERICAN
EMPLOYER SEEKS TO EXTEND SOCIAL SECURITY COVERAGE TO U.S. CITIZENS
AND RESIDENTS EMPLOYED BY A FOREIGN AFFILIATE OF SUCH EMPLOYER. THE
REGULATION SETS FORTH RULES WITH RESPECT TO SUCH WRITTEN
AGREEMENTS.
