110 AND 117 REQUIRE THE PERSON IN CHARGE OF A VESSEL OR AN OFFSHORE
OR ONSHORE FACILITY, AS SOON AS HE HAS KNOWLEDGE OF A DISCHARGE OF
OIL OR A HAZARDOUS SUBSTANCE, TO NOTIFY THE NATIONAL RESPONSE
CENTER OR THE NEAREST EPA OR COAST GUARD OFFICE. THESE REQUIREMENTS
ARE ALSO IN THE NATIONAL CONTINGENCY PLAN.
