where each of a long list of statutory, regulatory, and other
requirements is found in the proposed defined benefit plan. In many
other Federal programs it is sufficient for a respondent to certi
that a plan is in conformance with applicable rules and statutes,
exce for those deviations that are listed and explained in detail.
Before the next scheduled paperwork clearance review for Form 4461,
IRS shoul explore the feasibility of replacing this form with a
certification containing a minimal amount of additional
information. For example, the feasibility of employing a
certification might be enhanced by an IRS requirement that sponsors
desiring preapproval of a plan to group the prescribed requirements
in a specified order.
