1988, IN LIGHT OF THE AGENCY'S SIGNIFICANT EFFORTS TO REVIEW AND
REDUCE REGULATORY PAPERWORK BURDENS IN OTHER, HIGHER PRIORITY
AREAS. HOWEVER, THE AGENCY HAS NOT ADDRESSED THE CONCERNS RAISED IN
OUR LAST CLEARANCE DATED MAY 12, 1986, I.E., THAT A CERTIFICATION
WOULD APPEAR TO FULFILL THE AGENCY'S MISSION WHILE IMPOSING LESS
BURDEN. IN ORDER TO ALLOW US TO EXTEND APPROVAL OF THIS
RECORDKEEPING REQUIREMENT PAST MARCH 1988 THE AGENCY MUST SCHEDUL A
REGULATORY REVIEW IN THE 1988 REGULATORY PROGRAM OF THE UNITED
STATE GOVERNMENT. THE SCHEDULE SHOULD INCLUDE DATES FOR PROPOSED
AND FINAL RULES.

MINE SAFETY, SAFETY REGULATION, MINING
INDUSTRY, EQUIPMENT MAINTENANC REQUIRES UNDERGROUND COAL MINE
OPERATORS TO RECORD AND MAKE AVAILABLE RESULTS OF EXAMINERS OF
SELF-RESCUERS. THE INFORMATION IS USED TO INSURE THAT THE
SELF-RESCUERS ARE IN OPERABLE AND USABLE CONDITION IN CASE OF AN
EMERGENCY.
