part of the justification for extension of the collection for 1986
and later tax years, the Department should submit a copy of its
analysis of the survey in order to demonstrate the usefulness of
the information collected in Schedule 2 of Form 2. Item 24 of
Standard Form 83, "Request for OMB Review," has been changed to
response number 3, mandatory, to reflect the Department's exercise
of the option provided to it by Sec. 231 (c) of the Deficit
Reduction Act of 1984 to require response to this survey.

THE PURPOSE OF THE SURVEY IS TO
COLLECT DATA FOR CONGRESSIONALLY MANDATED TREASURY DEPARTMENT
STUDIES OF THE FEDERAL TAXES PAID BY LIFE INSURANCE COMPANIES. THE
STUDY WILL AFFECT 326 COMPANIES IN THE LIFE INSURANCE
INDUSTRY.
