REQUESTING DISCRETIONARY GRANT FUNDS. THE APPLICATIONS ARE USED T
MAKE FUNDING DECISIONS. GRANT RECIPIENTS ARE THEN REQUIRED TO
COMPLET A FINANCIAL AND PROGRESS REPORT QUARTERLY. THE INFORMATION
IS USED TO MONITOR PROGRESS AND PROVIDE ASSISTANCE.
