Abstract: APPLICATIONS ARE REQUIRED FROM STATE AND LOCAL UNITS OF GOVERNMENT AND NON-PROFIT ORGANIZATIONS, WHO ARE REQUESTING DISCRETIONARY GRANT FUNDS. THE APPLICATIONS ARE USED T MAKE FUNDING DECISIONS. GRANT RECIPIENTS ARE THEN REQUIRED TO COMPLET A FINANCIAL AND PROGRESS REPORT QUARTERLY. THE INFORMATION IS USED TO MONITOR PROGRESS AND PROVIDE ASSISTANCE.
