THE FINAL RULE, THE AGENCY SHALL COMPLETELY JUSTI THE NEED FOR AND
PRACTICAL UTILITY OF THE REQUIREMENT TO MAINTAIN RECORDS OF THE
DISTRIBUTION OF EACH UNIT HAVING AN APPROVAL MARKING, AND SHALL
HAVE CONSIDERED OTHER OPTIONS WHICH MAY PROVIDE THE SAME BENEFIT
WITH LESS BURDEN.
