In accordance
with the Paperwork Reduction Act and 5 CFR 1320 this information
collection is approved only for FEMA form 76-7. FEMA form 76-5,
Project recommendation for acquisition of flood damage structure is
disapproved because the collection represents an excessive burden -
160 hours per community, and FEMA has failed to demonstrate any
practical utility for use of this information collection as
proposed. In fact FEMA states in its supporting statement, items 4
and 5, that "much of the information is already available from
public sources or could be obtained without use of the forms".
Therefore, this collection is in violation of the requirements of 5
CFR 1320.4(b).

SECTION 1362 OF THE NATIONAL FLOOD
INSURANCE ACT OF 1968 (P.L. 90-488) AS AMENDED, (42 USC 4103)
AUTHORIZES FEMA TO PURCHASE SEVERELY OR REPETITIVELY DAMAGED
INSURED PROPERTIES TO REDUCE FUTURE FEDERAL DISASTER COSTS. THE
FORMS WILL BE USED TO COLLECT DATA WHICH DETERMINE ELIGIBILITY,
FUNDING PRIORITIES AND COST EFFECTIVENESS.
