In accordance
with 5 CFR 1320, OMB disapproves this information collection
because it fails to demonstrate practical utility, as required by
the Paperwork Reduction Act. The Personal History Statement is used
by the Department of Commerce to collect background information on
candidates for the Department's advisory committees. Most
information gathered by this Statement may be easily obtained from
standard resume. Virtually all candidates for advisory committees
have such a resume on hand, and the resume often provides
additional information, such as publications, that may be important
qualifications but are not asked for on the Statement. Those items
not typically on resumes, such as place of birth, can be requested
in the Department letter asking for a resume. Finally, according to
the Justification, only one other Federal department, Agriculture,
uses such a form for advisory committees, and does so under a
specific statutory mandate to prevent professional conflicts of
interest.
