I. General - By
January 31, 1988, NASA will provide OMB with ideas and possible
schedules for breaking down the burden hours under this collection
into categories that would be useful for further analysis. NASA
will consider using one or more sets of Federal Procurement Data
System categories. II. Expendable Launch Vehicle Program - By
January 31, 1988, NASA will provide written answers to the
following questions. 1) How does the paperwork burden estimate
reflect NASA's plans to acquire expendable launch vehicle service
on a commercial basis? (Differentiate between analyses for
competitive and non-competitive procurements.) 2) When does NASA
expect to procure launch vehicle services on a competitive, fixed
price basis? If NASA does expect to conduct such procurements, will
NASA require offerors to submit and certify cost data as they would
be required to do if NASA were conducting the procurement on a
noncompetitive basis? 3) What other areas has NASA identified where
information collection can be reduced when launch services are
procured on a commercial basis? Can NASA reduce the requirements
for submitting and complying with performance plans such as those
which detail how and by whom the work will be performed and those
which are intended to ensure reliability, quality and safety?
