This informstion collection request is approved subject to the following: (1) NIDA must develop a methodology for assessing non-response bias, to assess this bias NIDA should initiate blind seroprevalence testing at a minimum of two sites (one with a high infection rate and one with a low infection rate), if there is a significant difference between the infection rate for survey respondents and the blinded blood samples, then additional steps must be taken to assess the bias before data collection continues - including reconsideration of the participation requirement that individuals be willing to know their HIV status. NIDA should submit this analysis to OMB by 1/15/89. (2) NIDA must be ready to initiate the blind testing discussed above before the third wave of the data collection begins otherwise the data collection must be postponed. (3)Once the second wave of the data collection has ended and the initial analysis of the data has been completed, NIDA should submit a preliminary report on its initial findings including discussions of response rates, item response utility and recommended changes in the survey instrument. This report is also due to OMB by 1/15/89. (4) NIDA will make changes in the instrument as discussed in its February 9, 1988 memo to PHS.

THIS STUDY IS DESIGNED TO ESTABLISH AN ONGOING MONITORING SYSTEM TO ESTIMATE THE EXTENT OF HIV INFECTION AMONG INTRAVENOUS DRUG USERS IN SELECTED CITIES AND TO PROVI INFORMATION ON THE DEMOGRAPHIC AND BEHAVIORAL VARIABLES OF THIS POPULATION.
