Terms of Clearance: Approved with the following conditions. HUD must revise the questionaire to incorporate the changes requested by OMB and agreed to by HUD. In particular, block 15 should be revised to include a blank for "vouchers" and the "section 8" blank should be changed to indicate "section 8 existing." Block 15 should indicate that the "Breakdown of Units" is "by type of credit requested." HUD must also provide OMB with a copy of the revised form after these changes have been incorporated. In addition, HUD must provide OMB--OIRA with a briefing on the findings of this study and the analytic technics used by HUD once the study has been completed.

IT ALSO WILL HELP SHAPE AN EVALUATION OF THE PROGRAM. RESPNDENTS ARE THE STATE AND LOCAL AGENCIES THAT ALLOCATE THE CREDITS.
