In accordance
with the Paperwork Reduction Act and 5 CFR 1320 the Request for
Advance or Reimbursement (modified standard Form 270) is
disapproved because this collection of information requires
grantees to submit information other than that required under OMB
Circular A-102 or A-110(5 CFR 1320.6(d)). Circular A-102 and A-110
establish government-wide standards and reporting formats for
information deemed necessary to establish a judgement about the
making of Federal grants and to properly monitor the expenditure of
grant funds. FEMA has not demonstrated why a deviation from
standard Form 270 is appropriate or necessary in this case.
