HUD must submit
the final rule for Paperwork Reduction Act review. Also, HUD must
include a printed burden estimate on the application package that
comports with the requirments of 5 CFR 1320. The request to collect
information on the Congressional district location of nominated
enterprise zones (form 40003) is not approved. HUD has failed to
demonstrate that this information is necessary for making
enterprise zone designations. IN addition, HUD must delete the
duplicative "MSA name" blank from the "joint nomination" portion of
the form 40003.

THIS PROGRAM ALLOWS THE SECRETARY OF
HUD TO DESIGNATE UP TO 100 FEDERAL ENTERPRISE ZONES IN COMMUNITIES
THAT IDENTIFY AREAS MEETING CERTAIN STATISTICAL DISTRESS CRITERIA.
THE DESIGNED ZONES WILL RECEIVE COORDINATED LOCAL, STATE AND
FEDERAL ATTENTION TO FURTHER THEIR ECONOMIC DEVELOPMENT.
INFORMATION COLLECTED WILL BE USED TO MAKE ZONE
