In accordance
with the Paperwork Reduction Act and 5 CFR 1320, the submission is
approved for a period of six months. During this period you are
requested to review the following alternative and amend your
submission (OMB 1024-0029) as appropriate. Consider increasing the
current threshold of annual gross receipts demarking the
requirements for submission of annual financial reports from
$100,000 to $250,000 (currently Forms 10-365A is required from
concessioners with gross receipts of less than $100,000 and Form
10-365 from those with gross receipts in excess of $100,000). It is
our understanding that the threshold has not been changed since
1980, suggesting that a revie at this time is appropriate. In
addition, you should consider requiring those affected
concessioners (with annual gross receipts between $100,000 and
$250,000) to submit a balance sheet based upon a summary version of
Schedule C of your Form 10-365. The requirements of a balance sheet
could satisfy the need to gather data beyond that which would be
available through the submission of Form 10-365A for these
concessioners with less than $250,000 in gross receipts.
