THIS SECTION REQUIRES THE PERMITTEE TO
INSTALL, MAINTAIN AND OPERATE A MONITORING SYSTEM IN ORDER TO
PROVIDE SPECIFIC PROTECTION FOR ALLUVIAL VALLEY FLOORS. THIS
INFORMATION IS NEEDED TO ENSURE THAT THE AGRICULTURAL UTILITY AND
PRODUCTION OF THE ALLUVIAL VALLEY FLOOR IS MAINTAINED.
