the survey as possible prior to the initiation after April 15, 1990
of large-scale Census followup operations. This exception to the
1990 Census-related moratorium on surveys is in recognition of the
need to conduct the survey close to the statutory filing date for
federal income taxes. IRS should submit an Inventory Correction
Worksheet for extension of the expiration date, if required by
difficilties encountered in setting up a new CATI system.
