Approved, through August 31, 1992. This approval includes management plan submissions in proposed new Section 151.57 and the continuation of previously cleared requirements under OMB #2115-0120. Plan requirements involving vapor control systems, with a projected one-time burden increase of 320,000 hours, cannot, however, be approved at this time. Additional justification supporting a determination that the increase in burden is proportionate to need should be accompanied by a summary of, and response to, public comment on the October 6, 1989 NPRM. It is noted that the request for review did not include the specific plan requirements for vapor control systems, nor were these requirements adequately justified. The burden calculations in this approval include the one-time estimated changes associated with the proposed management plan submissions. Please provide inventory corrections associated with any final rule changes or after the one-time change is implemented.
