enable BLS to obtain information useful for the design of future
surveys in this subject area and to update information on the
proportion of employers with anti-drug programs. In preparation for
future surveys of employer drug programs, BLS should work with the
Office of the Assistant Secretary for Policy (DOL) to clearly
define information objectives and to initiate a survey development
program designed to meet the objectives defined by the Department.
The survey development program should address sampling issues and
collection methods and provide for testing alternative survey
questions. To avoid substantial delays in future OMB reviews under
the PRA, we suggest that BLS discuss the long-term survey plan and
proposed implementation with the Office of National Drug Control
Policy and the OMB Desk Officer well in advance of requesting
future approvals of information collections related to employer
anti-drug programs.
