Abstract: TO ADDRESS ANY UNNECESSARY BURDENS ON FOOD STAMP APPLICANTS, FNS NEEDS INFORMATION ON HOW FEDERAL, STATE, AND LOCAL POLICIES AND PROCEDURES ENCOURAGE OR DISCOURAGE COMPLETION OF THE APPLICATION PROCESS. INFORMATION WILL BE COLLECTED FROM APPLICANTS AND STAFF IN FIVE FOOD STAMP OFFICES THROUGH RECEPTION LOGS, INTERVIEWS, CASE FILE REVIEW, AN OBSERVATION.
