RECORDKEEPING AND REPORTING
REQUIREMENTS IN THE FEDERAL IMPLEMENTATION PLAN RULES FOR THE
MARICOPA COUNTY CARBON MONOXIDE NONATTAINMENT AREA WILL REQUIRE
OWNERS OR OPERATORS OF SUBJECT FACILITIES TO KEEP RECORDS TO
DEMONSTRATE COMPLIANCE AND SUBMIT DATA NECESSARY FOR EPA TO
IDENTIFY SOURCES AND ENFORCE THE PROPER USE OF EMISSIONS AVERAGING
AND TRADING CREDITS ALLOWED BY THE RULES.

1320.8(b)(3).
