collection is approved for use until September 30, 1992. As was
true with the related 0920-0268, OMB continues to remain concerned
about the extent to which samples are tested under normal working
conditions in the labs. It is OMB's understanding that, in addition
to pilot testing a system for conducting blind evaluations for HIV,
CDC also is studying the potential for blind testing for these new
components (HTLV and TLI). If this package is submitted again, CDC
should explore whether clinics, hospitals or other facilities with
specimens would be willing to cooperate in the conduct of blind

CDC HAD DEVELOPED A MODEL PERFORMANCE
EVALUATION PROGRAM TO ASSESS THE QUALITY AND EFFECTIVENESS OF
EMERGING LABORATORY TECHNOLOGIES. IN ADDITION TO ALLOWING
LABORATORIES TO EVALUATE THEMSELVES, CDC HOPES TO BUILD A DATABASE
DESCRIBING CURRENT LABORATORY TESTING PRACTICES FOR T TOTAL HIV-1
AND RETROVIRAL TESTING PROCESSES.
