VA may modify
these forms to collect any income data beginning with the year
1984. OMB expects that VA will initiate efforts to identify and
collect overpayments for years beginning with 1984. Matching and
collection efforts relate to overpayments as far back as 1984 are
necessary for VA to comply with the intent of the Omnibus Budget
Reconciliation Act of 1990 as reflected by the savings projections
of $28 million in FY 1991 and total savings of $743 million in
outlays for FYs 1991-95.
