We have approved
the collection of information from the CHAS interim final
guidelines with the following comments. The agency shall respond
shall respond to these comments in the final rule: Pursuant to 5
CFR 1320.4(b)(1 and 3), HUD shall reexamine more fully the burden
which the information collection impose on States and localities
and propose alternatives for reducing that burden. 2)Specifically,
HUD shall analyze how the burden on states and localities in
collecting racial and ethnic data can be reduced, while meeting the
requirements of the Housing and Community Developmen Act of 1987
and Fair Housing Act. 3) Further, HUD shall explain the practical
utility of requiring so much detailed data on market
characteristics. Specifically, HUD should show that the collection
of data on the housing inventory, including ownership and rental
status and vacancy data is the least burdensome necessary pursuant
to 5 CFR 1320.4(b)(1). 4) HUD shall discuss how States and
localities will provide the required information if the 1990 Census
is unavailable in a reasonable time, and explain whether the 1980
data will be reliable enough to prepare the CHAS. HUD should
explain how the accuracy of the data as a planning tool will change
if 1980 Census data is used. 5) HUD should re-examine the burden
estimates associated with this collection of information --
especially the estimated burden hours for citizen participation and
preparation of the CHAS.
