conditions: o NSF should conduct non-response follow-up activities
to attain a response rate as close to 100% as possible, but no
lower than 80%. o In analyzing and reporting the data from Q. 22,
NSF should indicate that the information does not reflect actual
project outcomes, but rather respondent perceptions of outcomes. o
Future NSF surveys should complete all pretesting of the instrument
prior to submission for OMB review, and obtain final agency
clearance. This instrument was submitted before the results of
pretesting had bee incorporated.
