This request for
reinstatement of questions on IRS tax forms is disapproved. The
burden entailed by this approach to collecting information for the
Economic Censuses has doubled since 1982. The IRS schedule for
finalizing the forms for tax year 1992 allows enough time to
consider approaches that would target these questions more closely
to businesses not covered by data that will be available from BLS
or BOC lists, e.g., excluding businesses that file IRS Form 941
and/or Unemployment Insurance payments. The revised plan should be
coordinated with BLS and IRS and submitted in 1992 so that its
approval can run concurrently with the IRS forms for tax year
1992.

CERTAIN QUESTIONS ARE ADDED TO IRS
FORM 1120S, 1065, AND 1040, SCHEDUL C IN YEARS CONCURRENT WITH THE
ECONOMIC CENSUSES. RESPONSES PROVIDE T CENSUS BUREAU WITH
ESTABLISHMENT COUNTS AND OTHER INFORMATION FOR SMAL BUSINESSES.
WITHOUT THESE RESPONSES, MANY ADDITIONAL BUSINESSES WOULD BE
CANVASSED IN THE ECONOMIC CENSUSES.
