Abstract: THE INFORMATION AND DATA IS NEEDED TO COMPUTE QUARTERLY GRANT AWARDS A TO ESTIMATE INCENTIVE PAYMENTS TO STATES, FOR REQUIRED RECORDKEEPING, PREPARE APPROPRIATION REQUESTS AND TO PREPARE AN ANNUAL REPORT TO CONGRESS.
